JTC 25, towards widespread adoption of digitalization

As a member of the French delegation, Dawex was pleased to bring its expertise & contribute to the CEN JTC25 - Joint Technical Committee plenary meeting, on Data Management, Data Spaces, Cloud and Edge, in Milan on February 10-12 2025, along with 13 other country delegations & representatives of the European Commission.

JTC 25’s mission is to develop standards to support the widespread adoption of digitalization and the establishment of a fully functioning Single Digital Market for the EU. The work will help reduce compliance costs and market entry barriers, enhance innovation & competitiveness, facilitate seamless Data Exchange, ensure interoperability, and create business opportunities.


Structured around 4 Working Groups (WG), the WG #2 is primarily focusing on trust & interoperability within and across data spaces, including drafting a harmonised European Standard (hEN) on Trusted Data Transaction, encompassing several deliverables, such as:

 

  • Terminology, concepts and mechanisms
  • Trustworthiness Requirements
  • Interoperability Requirements


A harmonised European Standard is developed by a European Standardization Organization upon a mandate from the EU Commission to support the implementation of EU legislation. In the case of Trusted Data Transaction, it's the art. 33 of the Data Act, which addresses “Essential requirements regarding interoperability of data, of data sharing mechanisms and services, as well as of common European data spaces”. Complying with such hEN provides a presumption of conformity with the referenced regulation or relevant parts thereof.

 

Where do we stand now?
The draft Standardization Request, which includes the request for a harmonised European Standard (hEN) on Trusted Data Transactions, has already been published. Its final version will be released by the European Commission in a few weeks. Meanwhile, JTC 25 is proactively advancing the drafting process of the hEN, building on the pre-standardization work developed in a CEN Workshop Agreement (CWA) on Trusted Data Transaction.

 

Context of CWA on Trusted Data Transaction

The CWA was co-proposed in 2023 by Fraunhofer ISST, TNO, and Dawex, bringing together key experts in data spaces. Participants include also the European Commission and organizations such as Gaia-X, International Data Spaces Association, FIWARE, BDVA, Data Spaces Support Centre, Microsoft, Hub One, iSHARE Foundation, Prometheus-X, Airbus, and EDF, among others. 

 

Why does a harmonized European Standard on Trusted Data Transactions matter?
A harmonized European Standard will help data space participants - including data providers offering data, and data intermediaries offering data exchange services - comply with the requirements set out in Article 33 of the Data Act.

 

Beyond compliance, the harmonized European Standard on Trusted Data Transactions will also foster trust between participants when conducting data transactions, and enhance interoperability within and across data spaces, contributing to a more dynamic and competitive European data-driven market.
